IH&RA Action – ILO

  • At the beginning of 2005, in the wake of the 26 December 2004 Tsunami, IH&RA approached the ILO to propose joint work with other international agencies to encourage international worker mobility. The proposal was discussed at a meeting on 1 July 2005 at ILO headquarters bringing together representatives of the interested parties: ILO, International Organisation for Migration (IOM) and International Organisation for Employers (IOE)
  • IH&RA attended the 22 September 05 meeting on the ILO Sectoral Action Programme in Geneva where the IH&RA International Worker Mobility Programme was discussed as one of the actions endorsed by the ILO Hotel, Catering & Tourism sector at the international level, in addition to work being carried out in specific countries. This programme involves partnering with other organisations including the International Organization for Migration (IOM), the International Organization of Employers (IOE), the international Union of Food, Agricultural, Hotel, Restaurant, Catering, Tobacco & Allied Workers' Associations (IUF) and the Hotel & Catering International Management Asssociation (HCIMA).
  • The meeting recognised the IH&RA publication “The Challenge of HIV/AIDS in the Workplace – A Guide for the Hospitality Industry” and agreed to include it as one of the sector-specific tools in its future work on HIV/AIDS.
  • In October 2005, ILO officially notified IH&RA of its intention to pursue the International Worker Mobility project by engaging a consultancy to assess the needs of both sending and receiving countries.

IH&RA Action – UNWTO/ILO

  • The Tourism Labour Accounting Systems (TLAS) methodology being developed by ILO for the HCT sector will be submitted to UNSC for adoption as a supplement to the TSA. WTO is to support the testing and piloting of the TLAS methodology in member states.
  • Finally, it should be noted that WTO and ILO have expressed their intention to consider concluding a formal cooperation agreement between the two agencies (such as that recently concluded between WTO and ISO).

IH&RA Action - IOE

  • IH&RA will also continue to work in close conjunction with IOE (International Organisation of Employers), the industry’s overall private sector representation which monitors all ILO activities and regularly updates IH&RA on any agenda items or developments of relevance.

IH&RA action - NACE

  • IH&RA has contacted the national association CEO in each of the countries involved in the ILO Sectoral Action Plan urging them to ensure representation by the appropriate hotel & restaurant association executive and not to rely exclusively on the national Business Confederation to represent hospitality interests.
