The survey was undertaken via two distinct but similar questionnaires, one circulated by WTO to governments (public sector) and the other by IH&RA to National Hotel & Restaurant Associations (private sector) to collect information from these sources on regulations and legislation governing classification and on national and regional classification systems.

The report containing the finalised survey results was presented by IH&RA CEO at a WTO World Conference on New Trends and Measures in the Hotel Industry on 26 April 2004 in
St Petersburg (Russia).
